The Rainbow City Council will conduct a public hearing in a Special Called Council Meeting on Thursday, March 31, 2022, at 5:00 p.m. to hear public comments regarding the siting of a Solid Waste Management Facility, MWT AL, LLC to be located at 4618 Airport Road in Rainbow City. Public comments will be received at this time or in writing by email to cityclerk@rbcalabama.com or mail to City of Rainbow City, 3700 Rainbow Drive, Rainbow City, AL 35906.
MWT AL, LLC has formally submitted an application to the governing body of the City of Rainbow City, Alabama. The City Council formally received this application (Resolution No. 22-01) on Monday, January 10, 2022. The application is complete pursuant to §22-27-48 Code of Alabama, 1975, as amended. These documents are available for inspection during normal business hours in the City Clerk’s office.
Pursuant to §22-27-48(f) Code of Alabama, 1975, MWT AL, LLC conducted a Public Awareness Session on February 24, 2022, at 5:00 p.m. in the Rainbow City Municipal Building Council Chambers.
MWT AL, LLC members have a successful career track record in the healthcare business of past operations and accreditations from governmental agencies including the Federal Environmental Protection Agency and the Department of Energy Laboratories. This facility will process pharmaceutical and medical waste under the supervision of the Alabama Department of Environmental Management using a proven non-incineration Pyrolysis process to protect human health and the environment. There will be no toxic emissions or discharge in to the aquafer. This business is regulatory, compliant, clean, safe and permanently destroys healthcare materials that have historically been placed in the ground and in the air.
The City Council shall consider each of the following criteria to approve or disapprove the site.
1). The consistency of the proposal with the jurisdiction’s solid waste management needs as identified in its plan.
2). The relationship of the proposal to local planned or existing development or absence thereof, to major transportation arteries, and to existing state primary and secondary roads.
3). The location of a proposed facility in relationship to existing industries in the state that generate large volumes of solid waste, or the relationship to the areas projected for development of industries that will generate solid waste.
4). Costs and availability of public services, facilities, and improvements required to support a proposed facility and protect public health, safety, and the environment.
5). The impact of a proposed facility on public safety and provisions made to minimize the impact on public health and safety.
6). The social and economic impacts of a proposed facility on the affected community, including changes in property values, and social or community perception.
The Rainbow City Council will vote to approve or disapprove the siting of this solid waste facility on Monday, April 11, 2022.
