The City of Gadsden will hold a public hearing at 11:00 AM on March 10, 2023, in the City Council Chambers in City Hall located at 90 Broad Street to hear citizen comments regarding its proposed FY 2023 (June 1-May 31) CDBG Annual Action Plan and budget, proposed amendments to the 2020-2024 CDBG Consolidated Plan, and proposed amendments to the 2020 CDBG-CV (COVID CARES Act) budget.

The City anticipates receiving $979,724 in FY 2023 Community Development Block Grant (CDBG)funds from the U.S. Department of Housing and Urban Development (HUD) plus anticipated program income of 20,000 for a total FY 2023 budget of $999,724.00.  The City proposes to expend these funds as shown below.

Administration - $189,948 

Public Services                    

MANNA - $27,000

Family Success Center of Etowah County - $10,000

The Council on Aging-Etowah County - $4,800

St. Martin de Porres Catholic Center of Concern - $5,000

Way of the Cross Ministries - $10,000

James M. Barrie Center for Children - $15,000

Boys & Girls Club of Gadsden/Etowah County - $10,000

The Charlsie House - $2,500

Section 108 Loan Repayment - $110,000

Housing Assistance - $202,000

Microenterprise Program (economic development) - $100,000 

Accessible Playground (neighborhood revitalization) - $313,476 

The City proposes to amend its 2020-2024 CDBG Consolidated Plan to incorporate goals and language to expand economic development opportunities and neighborhood revitalization. This proposed amendment will allow the City to provide a microenterprise program and an accessible playground with its FY 2023 CDBG funds.

The City proposes to amend its 2020 CDBG-CV budget to reallocate $51,249 from United Way of Etowah County and $30,000 from St. Martin de Porres Catholic Center of Concern to provide $81,249 to the Etowah County Community Food Bank for the purchase of a box truck.
